To start, Fern Pagani (they/them), a certified CPDT-KA and Atlas Assistance Dog Trainer, will conduct a 10-minute FREE Discovery Call to confirm your dog's potential to pass the Public Access Test (FREE). 

After that, you’ll do a paid consultation and official temperament test to build a customized program that fits your budget and goals in training your dog to become a service or therapy dog.

Here’s How to Get Your Dog Certified as a Service Dog

Getting started is simple. Follow these steps to begin your service or therapy dog training journey in Portland.

Step 1:

Tell us about your situation and your dog (if you have one) and we’ll confirm if your team could become a service or therapy dog.

Step 2:
Schedule a Paid Zoom Consultation

If there’s potential, we’ll book an extended paid Zoom consultation to write a custom training program tailored to your needs.

Step 3:
Temperament Test Your Dog (or dog you’re adopting)

Bring your dog to our Portland facility (or schedule an off-site visit for adopting a service dog) to evaluate the dog in-person.

Step 4: Begin Your Custom Training Journey

Once the program and test are complete, you'll start one-on-one private lessons to work toward your Urban Pawsibilities service/therapy dog certification.

  • Per the ADA, you don't legally need a certification for a service dog in the United States. However, having certification through a reputable organization like Urban Pawsibilities shows your dog meets ethical standards, provides ongoing advocacy support, and gives you documentation that can help in situations where you need to demonstrate your dog's training.

  • A service dog is trained to perform specific tasks for an individual with a disability and has public access rights under the ADA. A therapy dog is trained to provide comfort and support to many people (in hospitals, schools, libraries, etc.) 

    While certification is not legally required, many facilities and organizations prefer or require an evaluation to ensure therapy dog teams are prepared for volunteer work. Training and certification help handlers understand expectations and ensure dogs are ready to work safely and respectfully with the public.

  • While these roles are often confused, they serve very different purposes:

    • Service Dogs are task-trained to assist a person with a disability and have public access rights under the ADA. Their training focuses on reliable task performance and safe, unobtrusive behavior in public.

    • Therapy Dogs provide comfort and support to others in approved settings such as hospitals, schools, and care facilities. They do not have ADA public access rights and may only enter spaces where they are invited to volunteer.

    • Emotional Support Animals (ESAs) provide comfort through their presence but are not trained to perform specific tasks related to special needs. ESAs do not have public access rights under the ADA and are generally not permitted in public spaces like restaurants or stores.

  • To simply learn if your dog and situation could be a fit for the program, you can book a free discovery call.

    If there’s potential, you’ll begin with booking the initial consultation for $145 and the temperament test for $175.

    Your program will be customized to the skills that you’ll need to learn, but you can expect to invest in a mix of private lessons and group classes.

    Most Service Dog Programs include 36 lessons ($5,400) and most Therapy Dog Programs include 24 lessons ($3,600).

    So the total cost usually significantly less than the $15,000–$30,000 typically charged for pre-trained service dogs.

  • Most teams complete service dog training in approximately 1.5 years (18 months).

    In some cases, training may take as little as 8 months if:

    • You’re starting with an older dog who already has strong foundational skills

    • Your dog shows consistent confidence, focus, and emotional regulation

    • The team progresses smoothly through evaluations and training milestones

    Most therapy dog teams complete training in approximately 1 year (12 months).

    Some teams may complete training in as little as 6 months when starting with a dog that already has solid basics and demonstrates strong suitability for therapy work.

  • Every handler-and-dog team progresses at a different pace. Training timelines may vary based on:

    • Your dog’s temperament, emotional regulation, and ability to recover from stress

    • Your consistency with training homework and practice

    • Your availability for lessons and real-world practice

    • How smoothly your team progresses through required evaluations

    Some teams move more quickly, while others benefit from additional time and support. Our program adapts to your individual progress rather than forcing a fixed timeline.

    Important note about temperament testing: Temperament evaluations are designed to protect the wellbeing of both dogs and handlers. If a dog shows signs of intense fear, aggression, or significant discomfort during a temperament test, they will not continue toward service or therapy dog certification.

    In these cases, we pivot to alternative training paths that better support the dog’s needs and quality of life.

    For ethical and safety reasons, temperament tests do not have second attempts, and dogs who are not suited for service or therapy work are not eligible for certification later.

  • We recommend starting with dogs between 10 weeks and 3 years old. Puppies can begin with socialization and basic training, while adult dogs can start skill assessment right away. 

    Dogs older than 7 years are generally not accepted due to the length of training and working career considerations.

  • We can help! During your consultation, we'll discuss what to look for in a service or therapy dog candidate. We also offer temperament testing services where Fern can accompany you to evaluate puppies from breeders or dogs from rescues before you adopt.

  • No, there is no guarantee. Success depends on your dog's temperament, your commitment to training, and how well you work together as a team. Some dogs may not be suited for service or therapy work, and some teams may need additional lessons. This is standard across the entire service dog industry.

  • Once certified, you and your dog become an Urban Pawsibilities certified team. This includes:

    • An Urban Pawsibilities team vest

    • Ongoing advocacy and guidance when navigating public access situations

    • Continued training support and check-ins to help you maintain strong skills and confidence over time

    To maintain certification, teams must pass a Public Access Test within one year of certification, and then every two years thereafter.

    Additional private lessons or targeted training may be recommended as your dog ages or if new challenges arise.

  • After passing your initial Public Access Test and becoming Urban Pawsibilities certified, ongoing certification requires:

    Recertification Schedule:

    • First Year: Pass an additional Public Access Test within one year of your initial certification ($175)

    • Ongoing: Pass a Public Access Test every two years thereafter ($175 per test)

    This ongoing assessment ensures your dog remains comfortable with and fit for service or therapy work throughout their career. It also maintains the high standards expected of certified teams and helps identify any age-related changes that might affect your dog's ability to work safely.

  • When you pass your Public Access Test, you and your dog become an Urban Pawsibilities certified team. This certification includes:

    Official Recognition:

    • An Urban Pawsibilities team vest for your dog

    • Professional identification demonstrating completion of our rigorous program

    • Documentation you can reference when needed

    Ongoing Advocacy and Support:

    • Help navigating access challenges in businesses, on flights, and in public spaces

    • Support understanding your rights under the ADA

    • Professional backing when questions arise about your dog's training

    Continued Training Resources:

    • Email and phone support from Fern throughout your dog's working career

    • Regular check-in calls to address training questions or challenges

    Community Connection:

    • Network of other certified teams

    • Resources for ongoing education

    • Peace of mind knowing your dog meets national standards for service or therapy dog behavior

    Important Note: To maintain these benefits, you must pass recertification Public Access Tests as required (within 1 year, then every 2 years).

  • No. Our program certifies your individual dog as a service or therapy dogβ€”not you as a professional trainer.

    We train handler-and-dog teams, meaning you learn to train and work with your specific dog. You'll develop skills in dog training, public access work, and task training, but this does not qualify you to train service dogs for other people professionally.

    If you're interested in becoming a certified service dog trainer professionally, we recommend pursuing credentials through organizations like:

    • The Certification Council for Professional Dog Trainers (CPDT)

    • Atlas Assistance Dogs

    • KPA CTP (Certified Training Partner)

    These programs offer comprehensive professional education, hands-on experience with multiple dogs, and the credentials needed to train service dogs for others.

There is no guarantee that any dog will become a certified therapy dog. Results depend on the dog’s temperament and the client's participation..
